Chapter Fourteen: 1940 - 1949
She was also a founder and fourth president of the American
School Food Service Association. In 1976, the Florida Bicentennial
Commission named Thelma Flanagan one of the seventy-six
outstanding citizens of Florida, a group known as “Florida Patriots,”
because of their contributions to the improvement of the quality of life
throughout the state and nation. Florida State University’s College of
Home Economics named her the 1980 Distinguished Alumna because
of her leadership in advancing nutrition education and the well-being
of Florida’s schoolchildren. She retired in 1972 to John Knox Village
in Tampa, where she died in 2001.
Francis (Frank) McNeil was president of the CHS student
council (1949 - 1950) before graduating and attending Notre Dame
and the University of Florida. He later joined the U.S. State
Department’s foreign service, rose to the rank of U.S. Ambassador
to Costa Rica during the Carter and Reagan administrations, and wrote
War and Peace in Central America (New York: Charles Scribner’s
Sons, 1988).

Once he be-
came governor, he outlawed the free roaming of cattle on the state’s
highways, something that had caused many traffic accidents.
