                at such times as it may determine, holding not
                less than one regular meeting per month.                           12/257
                     Sec. 23. The City Council shall, on the day
                succeeding any general city election, or as soon
                thereafter as practicable, proceed to elect one of
                its members President, who shall preside over the
                Council. When acting as Mayor, as hereinafter
                provided, he shall be disqualified from presiding
                over the Council. A President pro tem. shall be
                elected to preside over the Council so long as the
                disability of the Mayor may exist.
                     Sec. 24. That the Council shall have the
                power, and is hereby authorized to create such
                offices and provide by ordinance for the election
                or appointment of all such additional officers and
                employes as may, in their judgment, be necessary
                for the good government of said municipality.
                The Council shall have power to abolish at any
                 time any office created by this act. No person
                shall hold office under this act except as provided
                 for in Section 8.

                     Sec. 25. That all incumbents of offices created
                 by this act, or by ordinance or resolution, shall be
                 required to give such bond as the Council may pre­
                 scribe. All such officers before entering upon
                 their respective duties shall take an oath to
                 faithfully discharge their several duties.

                    Sec. 26. That the council shall have power, by
                 ordinance, to collect taxes on privileges and pro­
                 fessions taxable by law for State purposes; to re­
                 quire and enforce the payment of a license tax on
                 all business, privileges or professions for which a
                 license tax is required by the laws of the State; to
                 license tax or regulate auctioneers, taverns, hotels,
