                before the issue of said bonds shall be made, the
                issuance of the bonds then proposed to be issued                   48/257
                shall be provided for by ordinance, setting forth
                the denominations of such bonds, the rate of in­
                terest, the time, place and conditions when said
                bonds, and interest thereon, shall become due and
                payable, and the purpose for which the proposed
                issue of bonds is to be used, and providing for the
                expenditure of the moneys arising from such bond
                issue and the control and management of the
                public utilities acquired therewith, and sub­
                sequently approved by a majority of the votes
                cast at a special election held for that purpose, at
                a time and in a manner to be prescribed by ordi­
                nance, by the qualified electors of said city who
                own taxable property in said city and paid taxes
                thereon during the preceding year, who were
                qualified to vote at the city general election next
                preceding such election, or approved at a general
                city election by a majority of the votes cast by
                such electors qualified to vote at such city election.
                The City Treasurer, as city registration officer,
                shall prepare from the best information obtainable
                by him a list of the electors who will be authorized
                to vote at such election, and shall publish such
                list at least two weeks before such election, and
                the City Council shall meet one week after the
                publication of such list and give all persons an
                opportunity to be heard as to corrections of such
                list and shall add to and strike from such list such
                names as the evidence may show to be necessary
                to make such list contain all and only the names of
                electors entitled to vote at such election, and after
                completing the correction of such list the City
                Council shall cause such corrected list to be pub­
                lished, and the list so corrected and published shall
