shall then be read as a whole and put on its final
passage. No amendments shall be in order on the
third reading, and the vote on its final passage 246/257
shall be taken by yea’s and nays on the call of the
roll, the affirmative vote of a majority of all the
members of the Council present being necessary
for the passage of the ordinance.
Rule 26. Not to delay the proceedings of the
Council, and trespass on the time of other mem­
bers, each member is enjoined to attend every
meeting promptly at the hour fixed by the Council.
