In a 56-year period beginning in 1913, Columbia County had
just three Circuit Court clerks. J.L. Markham won the election in
1913 and served five consecutive four-year terms (20 years); Hugh
B. Summers followed Markham and also won five straight four-year
terms (20 years); then G.W. “Wash” Robarts followed and won
four four-year terms (16 years).
The police chiefs that decade were W.B. Douglass (1919 -
1920), T.M. Bush (1920), Hardy A. Revels (1920 - 1922 -- he
was the second officer killed in the line of duty after being shot and
killed on North Marion Street on November 20, 1922), acting chief
J.A. Blackburn (1922 - 1923), John F. Baker (1923 - 1924),
W.H. Gregory (1924 - 1925), Worth Hull (1925), and John H.
Baker (1925 - 1930).
The mayors that decade were R.W. Farnell (mayor 1919 -
1920) and D.H. McColsky (mayor 1920 - 1921). Then in 1921 the
type of local government changed to a commission - mayor form of
government. The mayors then were R.T. Boozer (mayor 1921 -
1924), H.G. Forester (mayor 1924 - 1925), E.A. McColsky (mayor
1925 - 1926), and Max Brown (mayor 1926 - 1927). A mayor -
commission form of government began in 1927. M.L. Pympton was
appointed mayor in 1927 and served till 1933.
