and shall close them ten days before such election,
and shall keep his office open for such purpose every 76/257
week day during such time, from nine o’clock A. M.
to twelve M., and from two P.M. to five P.M. He
shall give notice by posting in three conspicuous
places in the city of the time his books will be open
and at what particular dwelling or building he
will be, and no person shall be allowed to register
at any other time than during the period herein
provided for the opening of such books for registra
tion of electors.
Sec. 9. The registration officer shall, before
each election, prepare a list and certify it, con
taining the names of all duly registered voters.
Sec. 10. In case of the absence or refusal to
act of any of the inspectors or clerk
of election appointed by the Mayor, the qualified
electors present at the polling place, favoring the
ticket which the absent inspector, inspectors or
clerk has been chosen to represent, shall choose
from among their number one inspector, inspectors
or clerk as will, together with the inspector, inspec
tors or clerk present, constitute a board of four;
Provided, The inspector, inspectors or clerk so
chosen shall (if any such be present represent the
same political party that the absent inspector,
inspectors or clerk would represent if present and
the person or persons so chosen shall) be authorized
to act as inspectors or clerk of the election at the
polling place where they may be chosen, and said in
spectors and clerk shall each take and subscribe an
oath or affirmation, which shall be written or
printed, to the effect that they will perform the
duties of inspectors and clerk of election according
