5. General Harkness1 career of almost fort^i years as a citizen soldier
has been one of distinction and inspiration within his community and to those
associated with him. His retirement from the active ranks of the Florida
National Guard is a reminder of the guardsman's obligation to State and
Nation, involving many sacrifices willingly made over a long period of time
in the true spirit of the citizen soldier, and extablishes as example
for his compatriots to follow! The State of Florida appreciates this
service and the Florida National Guard extends to General Harkness best
wishes for many happy years of retirement that lie ahead.
