                            Charter of the City of Lake City
            vacancies. The polls shall be opened at eight
            o’clock a. m. and closed at sundown with an inter­                    165/257
             mission of half an hour between twelve and one
            o’clock. The inspectors and clerk of election
            shall make out and sign duplicate returns of said
            election and deliver one copy to the Mayor and
            one copy to the registration officer of said City,
             said returns showing the number of persons voting
             at said election and the number of votes cast re­
            spectively “For” and “Against” approval of the
             issuance of bonds proposed to be issued.
                 The City Council shall canvass and declare
            from the said returns of the inspectors and clerk
            of election the results of said election and shall
             make the same a matter of record of the proceed­
             ings of the City Council. Said election shall in all
            other respects be conducted as nearly as may be
            in compliance with the laws regulating the hold­
            ing, returning, certifying and canvassing of City
            elections.
                 Sec. 15. The Mayor and City Council under
            authority of the act of the Legislature under
            which said bonds are proposed to be issued, here­
            by make, as a condition of the issue of such bonds
            the following provisions deemed by them advisable
            for the control and direction of the expenditure of
            all monies raised for public improvements and for
            public utilities and for the control and manage­
            ment of all public utilities acquired by the City,
            by an executive board to be known as the board
            of public works created by and named in this
            ordinance as such.
                 There is hereby created the said board of public
            works as a permanent executive board of the City
            and ex-officio trustees for the bonds hereby author­
            ized and provided for. There shall be seven mem­
