                 sors are elected and qualified; provide<7,That the
                 members of the first board shall be J. C. Sheffield,
                 S. P. Buie, W. S. Futch, B. H. Palmer, A. J. Moseley,
                 R. J. Henson and A. B. Brown, who shall enter
                 upon the duties of their office immediately upon
                 the approval by the electors of the proposed issue
                 of bonds and shall continue in office until January
                 1st, 1906, and thereafter for the terms and periods
                 as follows: J. C. Sheffield for the term of seven
                 years; S. P. Buie, six years; W. S. Futch, five years;
                 B. H. Palmer, four years; A. J. Moseley, three
                 years; R. J. Henson, two years; A. B. Brown, one
                 year; and until their successors are qualified.
                 Their successors shall be elected by the qualified
                 electors of the City, one member of said board
                 at each regular municipal election, to take office
                 January 1st next after said election. The board
                 shall fill vacancies in its membership for the un­
                 expired term.
                      Said board shall make its own rules and elect
                 a chairman and a secretary and such other of­
                 ficers and appoint such committees and remove or
                 change the same by a vote of a majority of said
                 board at any time. All the contracts and other
                 papers necessary to be signed by said board shall
                 be signed by the chairman and secretary and at­
                 tested by a seal adopted by said board.

                     Sec. 16. The members of said board shall re­
                 ceive no compensation except that the said board
                 may, by resolution approved by a City ordinance,
                 fix a compensation not exceeding Three Hundred
                 Dollars per annum to be paid to its chairman or
                 secretary or both for services rendered in such capa­
