                cipalities for water and electricity to persons or
                corporations, furnishing the same, and all surplus
                revenues accruing after an economical manage­                      170/257
                ment of said system not necessary for maintenance,
                improvements or extensions of the property
                shall be turned over to the City Treasurer or a
                designated depository to be applied upon the pay­
                ment of interest and principal of the bonds hereby
                authorized; and an itemized statement of the re­
                ceipts and expenditures of each of said departments
                shall be made to the City Council and published
                annually.
                    Sec. 25. The board of public works shall have
                the exclusive power and control over the opening,
                grading, paving, repaving, acquiring, widening,
                repairing and improving of streets and the purchas­
                ing and maintaining parks and cemeteries and
                improving the same and the constructing, estab­
                lishing and maintaining of a proper system of
                sewerage in said City, provided, however, That no
                street paving or street improvements of any kind
                shall be entered upon until the Mayor and City
                Council shall provide by ordinance for the assess­
                ment of real estate, especially benefited thereby,
                according to the special benefits and advantages
                from such street paving and street improvements,
                nor until such work shall have been authorized by
                ordinance unless otherwise authorized by an affirm­
                ative vote of five members of the board of public
                works herein named and provided for.
                    Sec. 26. Said board shall have exclusive power
                in the management and control of all moneys aris­
                ing from the sale of bonds to be used to assist in
                the construction of a high school building and it
                shall be its duty to co-operate with the board of
