                     said block abuts or fronts on any street
                     through which runs a public sewer, to connect                  180/257
                     their water closets with such public sewer and
                     to regulate the sanitary conditions of water
                     closets, earth closets or privies not connected
                     with the sewer and to provide a penalty for the
                     violation of the same.
                     Sec. 1. No person shall in this City use or
                 occupy or let to be used or occupied as a residence,
                 boardinghouse, hotel or any other building occu­
                 pied or used as such any premises situated on any
                block in this City which said block fronts or abuts
                 upon any street through which runs a public sewer
                 upon which premises there is not a water closet
                connected with such public sewer.
                     Sec. 2. No person shall in this City use any
                water closet, earth closet or privy not connected
                with a sewer upon any premises situated upon any
                block which said block fronts or abuts upon any
                street through which runs a public sewer.

                     Sec. 3. No person shall in this City use any
                water closets, earth closets or privy not connected
                with the sewer unless the same shall be properly
                cleaned and kept in thorough sanitary condition
                in compliance with rules and regulations therefor
                made by the sanitary committee of the City Coun­
                cil.
                     Sec. 4. The sanitary committee of the City
                Council of the City of Lake City, Florida, is hereby
                authorized to make all necessary rules and regula­
                tions for the proper cleaning and keeping in sani­
                tary condition of water closets, earth closets and
                privies upon premises situated or located upon any
                City block which said block does not front or
