          abut upon any street through which a public
          sewer runs and they are hereby authorized to                            181/257
          appoint one or more sanitary inspectors from time
          to time and to pay them such compensation as
          they may deem best; all expenses and salary of
          same to be subject to the approval of the City
          Council and the said sanitary committee is hereby
          authorized to divide the city into districts and to
          provide for or let by contract the removal of all
          excrement and filth from all such closets and pri­
          vies. Each of such contractors to give a good and
          sufficient bond for the performance of his contract
          which bond shall be fixed by the said sanitary
          committee. The cost of such removal shall not
          exceed fifty cents per month for each privy or
          closet used by not more than three persons and
          not exceeding ten cents per month additional over
          fifty cents for each person more than three using
          such privy or closet; provided that the entire cost
          for any private residence shall not exceed eighty
          cents per month. Each person sleeping on the
          premises shall be deemed to use said closet or
          privy. The cost of such removal shall be paid by
          the occupant of the premises. The word “Person”
          within the meaning of this section shall be con­
          strued to mean a person over five years of age.
              The work of each contractor shall be confined
          to one district and he shall not work beyond the
          limits thereof provided the City is so divided by
          the said sanitary committee into sanitary districts.
         The contractor or contractors for each district
          shall report to and act under the direction of the
         said sanitary committee of the City Council.

              Sec. 5. Any person violating any of the pro­
         visions of this ordinance shall upon conviction be
