                   Sec. 3. That no person, firm or corporation
               shall carry on the business of plumbing unless he                  184/257
               shall have first received a license from the City
              Tax Collector as a plumber and the City Council
               shall cause a list of all persons so licensed to be
               kept by the City Clerk which list shall be kept
               posted in the Council chamber and the Mayor’s
               office. It shall be the duty of every plumber or
              firm or company engaging in the plumbing busi­
               ness before proceeding with the construction of
               any new work or the re-construction of any old
              work except in the case of leaks or other repairs
              which do not involve a change in the sewerage,
               draining or ventilation syphons to submit to the in­
               spector and City Council or its committee complete
               set of plans showing the proposed work to be per­
               formed; and no such work shall be entered upon or
               done without signing the permit from the Council or
               its committee approved by the inspector. All such
               plans shall be submitted in duplicate one of which
               shall be retained by the Council and the other
               upon being endorsed with the approval of the in­
               spector returned to the plumber or person submit­
               ting same with the necessary permit to enter upon
               and complete the work so proposed. The condi­
               tions of this permit, copy of which shall be retained
               by the Council with a duplicate of plans aforesaid
               must be strictly complied with. No existing
               plumbing works found to be in an unsanitary con­
               dition after having been examined by the inspector
               shall be retained but the same shall be placed in
               such a condition as to comply with the rules and
               regulations of the Council relating to plumbing and
               the provision of this and other ordinances subject
               to the penalties thereof for neglect or refusal to
               comply. All plumbing done in the City shall be
