                                 Charter oj the City of Lake City
                 in trenches to a uniform grade or suspended, in
                 such manner in either case as the inspector may
                 determine and direct.
                      Sec. 16. The plumbing work shall not be
                 connected or used until the same has been sub­
                 jected to a proper, thorough and scientific hydrau­
                 lic or other test. Water test; when soil and waste
                 pipes are placed in position with all necessary
                 lead connections to receive fixtures properly placed
                 the same shall be soldered or securely plugged up
                 and the whole system filled with water to the
                 highest point or under such pressure as the inspec­
                 tor may prescribe; and if any leaks appear same
                 shall be remedied in a thorough and substantial
                 manner before said works shall be connected or
                 used;
                      (a)  Smoke test; at the option of the inspector
                 after all fixtures have been placed and traps filled
                 with water or in case of existing works the whole
                 may be subjected to a smoke test of recognized
                 character, the top of the stack shall be closed or
                 plugged up and a reasonable pressure of smoke
                 applied to the satisfaction of the inspector and all
                 gas leaks remedied as aforesaid wherever discov­
                 ered; whereupon a certificate of approval will be
                 issued to the plumber by the inspector which shall
                 allow connection and the use of the fixtures. But
                 such certificate shall not relieve the plumber of
                 responsibility for any defective works which may
                 have escaped detection by the inspector.

                      (b)  It shall be the duty of the inspector in any
                 and all cases to promptly condemn and order and
                 cause the removal of any defective or unfit mater­
                 ial or of any works new or old other than in accord­
                 ance with the provisions of this ordinance and all
