                 plans to insure cleanliness and sanitation with
                 strainers as aforesaid and same shall be constructed
                 upon plans approved by the inspectors and City
                 Council and no variation therefrom shall be al­
                 lowed except for good cause shown and upon the
                 approval of said inspector and Council. Livery,
                 feed and sale stables and other places where stock
                 are usually kept, if connected shall be connected
                 in like manner, under same strict rules and regula­
                 tions and only by permit; likewise as to manufac­
                 tories of every character, boarding houses and
                 restaurants.
                      Sec. 25. That in the connection with the use
                 of water closets allowed under this ordinance only
                 toilet paper of an approved quality or make shall
                 be permitted or used and this the City shall cause
                 to be kept on hand at some convenient place or
                 places for sale to the public at most reasonable
                 price practicable and it shall be unlawful to de­
                 posit any other paper, rags, or any other obstruct­
                 ing substance whatever in such closets or pipes
                 thereof or any sewer connection.
                      Sec. 26. DEFINITIONS. The term “Soil
                 Pipe” as used herein means any vertical line of
                 pipe extending through roof and receiving the dis­
                 charge of one or more closets; “Waste Pipe,” any
                 pipe extending through the roof and receiving the
                 discharge from any fixture except water closets;
                 “Vent Pipe,” any special pipe extending through
                 the roof for the purpose of ventilating the whole
                 system of piping and to prevent trap syphonage
                 and back pressure and not intended to receive sew­
                 erage or waste of any kind.
                      Fixtures heretofore in use shall be inspected
                 and if found unsanitary, either in condition or
