                      Sec. 28. That all ordinances and parts of
                 ordinances in conflict with the provisions of this
                 ordinance be and the same are hereby repealed.
                                   ORDINANCE No. 43.
                     Interfering with Laying Pipes and Mains.

                      Sec. 1. That from and after the passage and
                  approval of this ordinance it shall be unlawful for
                  any person or persons in any manner or by any
                  means whatever to hinder or interfere with, ob­
                  struct or delay the placingor laying any of the public
                  water mains, pipes or connections, sewer mains,
                  laterals or connections or public conduits of any
                  character, in, upon, over or through any of the
                  streets or ground of said City or the opening of or
                 work upon any street or any way therein or any
                  land which has been by ordinance dedicated and
                  declared as a public street or public ground of said
                  City for any of the utilities or purposes thereof or
                 to appropriate which land to the said public uses
                 of said City, condemnation proceedings having
                  been instituted in the exercises of the right and
                  power of eminent domain; or to molest, obstruct,
                 hinder, delay or in any other manner whatever
                 interfere with any person or persons, contractor
                 or superintendent, laborer or workman engaged
                 in any such work by authority of the properly
                 constituted officer or officers, board or boards of
                 said City.
                      Sec. 2. That any person violating any of the
                 provisions of section one foregoing of this ordin­
                 ance shall be deemed guilty of misdemeanor and
                 upon conviction thereof shall be punished by a fine
                 not exceeding Five Hundred Dollars or by im­
