              and owners or proprietors of ice factories or plants
              shall pay a license tax of twenty-five dollars.                59    59/257
                  Sec. 11. Merchants, storekeepersand druggists
              with a capital stock of less than one thousand dollars
              shall pay a license tax of four dollars; and for every
              additional thousand, or fraction of a thousand dol­
              lars, shall pay a license tax of two dollars up to ten
              thousand dollars; in excess of ten thousand dollars,
             one dollar on each additional thousand dollars for
              each place of business within the limits of said city;
              Provided, That dealers in cigars, cigarettes and to­
              bacco who pay no other license, tax shall pay a
              license tax of five dollars.

                  Sec. 12. That all owners of lung testers, striking
              machines, weighing machines, chewing gum stands,
              automatic ‘‘penny in the slot” machines or any
              device of a similar character shall pay a license tax
             of three dollars for each machine. The imple­
              ment, machine or device so used or placed shall be
             subject to seizure and sale for the payment of the
              license or fine imposed by this ordinance for non­
              payment thereon.

                  Sec. 13. Each sewing machine and lightning rod
              agent who has his office, place of business or head­
             quarters or solicits business within the corporate
             limits of said city shall pay a license tax of ten dol­
             lars; Provided, That any merchant keeping sewing
             machines for sale as other merchandise shall not be
             considered a sewing machine agent under this
             ordinance.

                  Sec. 14. Insurance companies, life or otherwise,
             association, firm or individual, doing business with­
             in the corporate limits of said city, including acci­
             dents to the person, acting as surety upon, bonds
